The
overwhelming majority of problems arise when an organisation
is unable to pay attention to the changes taking place in
its external and internal environment. This lack of attention
causes it to make ineffective, even counter-productive strategic
choices. As key organizational players focus on the factors
responsible for this, the organisation as a whole begins learning
to learn.
When
the focus is only on solving the immediate problem, the solutions
tend to be specific to the issue. However, when an organisation
also examines the process by which it approaches the problem-solving
task, it learns crucial facts about itself. Such learning
